Would the above combo work? Both the engine and tender have I.r. On the drawbars.

Well, the LCRU outputs serial data, and they've even been used in models with the IR drawbar, so I can't imagine why it wouldn't work.
Of course more specific information would be useful...
Might need a serial buffer. The serial data line output has a resistor and certain LCRU2 versions had higher than normal value resistors. Again just a simple serial data emitter follower buffer may be needed.

By all means try it without a buffer and see what happens. Some may work or it may not. It will be obvious- Railsounds would start in conventional even though the R2LC is getting TMCC commands.
It won't hurt anything, just may or may not "work".
