Hello.  

I have a Lionel 700E Vision Line Hudson 6-11209 that starts up on it's own even with the Legacy Box attached correctly.  The box does work because I have tested it with other engines.

The engine will take commands from the CAB-2 remote but there is no sound.  The bell will swing and I can move the engine with the wheel on the CAB-2.  Also, it's almost like it starts up in conventional mode.  When the whistle and bell buttons are depressed on the transformer it makes the appropriate sound. 

I would like to reset the engine but I can change the address of the engine but I never get the "whisle" sound to tell me it has been reset.

 

Any suggestions?

Is the Chuff volume separate from the Whistle/Bell volume? Can you do the crew talk?

Had a similar issue with programming my 2010 VL Challenger; as soon as power was supplied to the track, it would start up; used the following steps to finally get it to respond to my 990 Legacy Command System.  If you don't have the orange module, you can enter the loco info manually.  May have been coincidental, but keeping the loco off the track in Step 2 below made the difference.

Requirements:
1.    Orange Lionel memory module for the locomotive.
2.    Legacy  locomotive and tender and powered track.
3.    Legacy Command System remote.

Step 1 - Programming the CS remote.
1.    Power up the remote.
2.    Press the softkey under the ENG button.
3.    A number will be flashing above the ENG button.  Overkey it with a 2 digit number - preferably the rightmost 2 digits of the locomotive road number - ie 14 for the Visionline Big Boy or 27 for the Legacy Pere Marquette.
4.    Press the Set button.
5.    The remote will show CAB1 mode.
6.    Press the Info button on the remote.
7.    Press the softkey under the Load choice.
8.     Insert the Orange Lionel memory module.
9.    Press the softkey under the Yes choice.
10.    Remove the module per the screen prompt.
11.    Press Set.

Step 2 - Programming the Locomotive.
1.    The locomotive must not be on the track.
2.    Power down the track.
3.    Power up the CS remote.
4.    The remote should show CAB2 mode and you can select your ENG by pressing the softkey under ENG till you see your engine number ie E14 or F27.
5.    Overkey the number above the Exx id with the 2 digits that correspond to the xx of Exx.
6.    Press Set and the remote should be in CAB2 mode and show the info of the locomotive you are programming.
7.    The locomotive must be off the track and the track powered down: the following steps will not work if the locomotive is resting on the track.
8.    Set the locomotives run/pgm switch to pgm and place it on the track.
9.    Power up the track.
10.    Press Set on the remote and the locomotive will respond with lights flashing and the whistle.
11.    Power down the track.
12.    Switch the locomotive run/pgm switch to run.
13.    Power down the remote and track.

Also, the Exx....does the E-stand for engine?

In step 1, I keep the engine off the track.  I think I got too symbolic by specifying Exx.  When you reference an engine with the remote, you need only press the softkey under the ENG and you will get a numeric keypad on the remote and then key in the engine number; the remote will then display the loco info you keyed into the remote.
