Batteries are charged any ideas why it won't turn on wit the CTC button?

some of the later buttons work weird.
try pushing up as you push down, keep repeating until you hear a click, push hard.
Have you tried holding down the ctc button for 3 or four seconds? If this is a new set, there have been issues with the charging system, try a set of disposables like duracell or energizer and see if it works.
Also check the battery compartment to make sure batteries are making good contact. I had this happen once and it was a battery that wasn't making good contact.

I had this happen to mine recently. Lionel made me try a new set of batteries before they would let me send it in. I don't know what was ultimately wrong with it, but they sent me a whole new hand held unit instead of repairing it. Good luck!
I have had a lot of issues with my Cab 2. I called Lionel and I am shipping mine out this week to be fixed or replaced. My buttons and screen all went dark and will not work.
Mine is starting to go funky too. Mainly it's the LCD going dark and shutting off randomly. It's the only problem I've ever had with Legacy.

is yours set up to stay on longer then 15 minutes? I set mine for one hour.
While I did not know there was an option for screen time out, my problem is usually that about 1 in every 5 running sessions, I'll touch a button and the whole LCD goes black, then very slowly fades off. Once the LCD has forced itself completely off, I am able to turn it back on, but it is definitely annoying.

That shouldn't be an issue though. The backlight should come back on whenever you do something on the remote such as change the speed or blow the whistle.
I just had to send mine back to Lionel for a weird keypad issue. They exchanged it with a repaired but obviously used Cab-2 (mine was brand new when I sent it in). My old one did seem tougher to turn on though, I really had to push down hard on the power button to get it to come on. The "new" one seems to take a more gentle touch
the way I read this,
"To adjust the amount of time the remote stays “live” before
it turns off completely (once the remote turns off it requires a
re-initialization period before any commands can be transmitted):"
"it turns off completely"

I'm on my third CAB-2. The first two failed in the same way with a bad CTC switch thus making it impossible to turn the CAB-2's on. What's especially annoying is that the CAB-2's were not really used much so they didn't wear out because of over activity!

I've had the keypad issue and got one replaced with a slightly used one. I've also investigated the CTC button issue. Some of the surface mount switches under that exterior push button (there are actually two of them and both get pushed) are problematic in the latest batch of CAB 2s. On mine, one of the switches did not return after pushed very well. I loosened it up a bit and it is tolerable now. I still do have to push a little harder on the CTC though. I bought a bag of a hundred of those SMT switches for around 4 bucks from China (free shipping) and may change them out when Lionel finally gets tired of fixing these things for free.
