I used a combination of coffee stirrers (ones with round end) I got through Uline and some scale lumber.
Christmas stocks will soon be in the boxstores.
I found this stuff last year. Comes in two 18" long sections per package.
It scales out to 6 ft high and its easy to work with.
Maybe not realistic enough for some, but it works for me.
For nice scale fencing, try Rusty Stumps. Forty inches of fence for $10.95, just paint it and go.

For $10 you can buy 10,000 wooden coffee stir sticks. I built this fence around my scrap yard
and I also built the building with them and have used them for many projects around the layout.
Plastruct has a wide selection of plastic fencing materials.

One of our sponsors Scenic Express has fence. This was painted brown.
Another fence with dowel rod and wire.
Did the price go down on those? Last time I bought a case is ~$20 + shipping. Still a great bargain!!! and, would make a good fence.
Even then, the last fence that I installed was a laser cut one from Branchline

Just my opinion here (worth about .02), but I think this fence at less than 1" high would be useful only for residential fencing; not really commercial fence height.

That's the picket fence at the top. The original poster wants perimeter fencing and the bottom of the page shows both 6' and 8' tall security fence. I have the 8' version around a scrap yard.
BTS (Bills Train shop) has 6ft fence that seems reasonable. One night projects, scan down to fence. There is also an offering of 9ft fence.
