Is this the first time Menards has offered car sets where you cannot but them individually? Kind of a bummer I cannot get Rosie the Riveter separately.

The 6 nose art cars have never been sold separate, your best option is to see if someone wants the other and you do a deal with them
They were offered separately online and in store around Christmas. I just bought a leftover D-Day Doll last week at my local store. They also had an Aluminum Overcast. You will have to visit your store and see what they have left over from Christmas. I'll keep an eye out for one though.

Yes, the nose-art boxcars were available for separate sale in at least some of the Menards stores before Christmas. At my local store, I had my pick of all the cars in the original series issued earlier in 2016.
But, of course, that doesn't help you now, particularly if you aren't close to a Menards store. Still, check the secondary market. I'm sure you can eventually find one priced right.
