You may need a previous version of the .Net Framework for Windows. The one included should be backwards compatible.(pass on this for now)

Those look like the latest drivers from MTH.(so, they're good)

Try updating the drivers for the USB to Serial device that you are using.

Click start>Type device manager in the search box> open device manager>locate the adapter device>right-click on it and then select update drivers(automatically search) and let it do it's thing.

The previous versions of .Net Framework for Windows are all built into Windows 10 and you just need to go into a menu and turn them on.

thanks for the help but I figured it out, I had a broken usb port 5 volt bus which was not letting the port work and also had to get a different cable, the cable I was using would only work on windows 7 and not windows 10 so I actually had 2 problems. if anyone needs the windows 10 serial port drive I will post it at the bottom of the this page!
