I cleaned out the grease on an MTH engine and refilled the worm gears (2 motors) with Red-N-Tacky. Now it seems that I need higher power to achieve the same speed. Could the Red-N-Tacky create too much drag? Has anyone else found this?

I have used RNT 2 on Williams SD90's with no slow down. But your engine is a different type both as a steanmer and inported by MTH.
The wrong thing you did was "refilled" the gearboxes. Only need a "LIGHT FILM" of RNT on the gears. If you can see the red you used to much. I use a old makeup brush to just paint a light film on the gears. Don't slob it on. JMHO
