Can you input the Legacy instructions for an engine into the Cab2 without the module?

You don't need the module to add the info. Just add it manually.

There are no "Instructions" on the Module, it just sets engine name, type and Control type (Legacy)
Modules will be going away soon anyway
In the case of some engines the module is needed for special effects. Like the module for the gs4 ads an icon to the cab 2 to push for the air horn that would not be there if you entered it manually.
You can modify those parameters with the LSU connected to the command base.
Is there any value that can be placed on a Legacy locomotive with a missing module. Does it matter (except for the GS4). Does it make the locomotive worth less?

No. because any info needed can be added by the LSU program.
You can always buy a key for the specific engine from Lionel Service if you don't want to go the LSU route.

I remember being new at this and believing the Legacy Module held this vast amount of information that was unreplacable. I keep them safe indeed. One day I read Gunrunner John's post on manually entering the features. It turned out to be extremely easy. I no longer prize the modules. More so now that I have installed the Lionel Utility Software on my computer.
If someone had never played around with setting the features they could be very nervous about buying an engine without the module I imagine.
