I came across a Premier operating signalman caboose. I’m having difficulty with getting it to operate.
I have DCS and TIU, 180 watt power brick also. I’m using Lionel fastrack.
Help appreciated.

who makes the caboose ? Lionel , MTH and what is the item or part number of your caboose!
Alan, it’s the MTH version.
Jason, below is a link to the operating instructions. The switch on the bottom of the caboose is set to AUTO or OTS. Using an operating track (Fastrack 6-12054) you just park it on the track and push the button. In the AUTO mode you need to set TIU to variable for the track the caboose is on then press the bell button on the DCS remote. It does say you need 21 volts which seems pretty high. I would remove all locomotives from that track and experiment with just the caboose.
I have the signalman box car. I run DCS and Legacy and all TIU channels are fixed. Having to park the car on an operating track took the fun out of the thing. I add an ERR mini commander so I can operate anywhere. The boxcar has plenty of room; not sure if it would fit in the caboose.
