I wouldn't call them railfans. I would call them brain deprived homo sapiens, and proof that the evolutionary cycle still has a long way to go.
Aparrently,"no shoes,no shirt,no service" just doesn't cut it anymore.

Yes, it is off the wall and definitely tongue in cheek humor but, when you live in the city that never sleeps, you see a lot of funny stuff. I chalk this up to another one of those, ...funny/odd things I saw on my way to work today...
