I am finding that some items I buy are not what is pictured, which is becoming my pet peeve with this hobby. The 6-12016 pictures (even the one on the box) show spade connectors, but there is just plain wire with no connectors when I open the box. Did I get a bad terminal track? Or is this normal?

We're gonna' need to see a picture of that.
Here is the box picture with U-shaped connectors and the actual section with no connectors. Has anyone else had this same experience?

My guess would be they fell off before it got boxed, or the item was used prior to you receiving it.
Lionel discontinued the spade connectors at that end(they were causing connectivity problems when clamped by the CW/PowerMax binding posts). For example, here is Amazon's offering.

Rob - Thanks. Interesting that Lionel discontinued the connectors but kept the old picture on the box and in other advertising. Again, this is becoming my pet peeve.
The original wires for FasTrack are rather lightweight, I wouldn't use them for a permanent layout.
The terminal section is also way over priced, along with the wire being undersized. You can just put on your own .110 connectors and hook to any full section of track.
I purchased a Fastrack terminal section from one of the forum sponsors about 6 months ago that had the same issue (i.e. it was missing the c-clamps that were meant to be attached to the ends of each wire as pictured on the box). I reached out to the dealer, and the store examined the rest of their in stock inventory only to discover that all of the other pieces were exactly the same. At that point, the dealer told me that there was nothing they could do and suggested that I contact Lionel. Instead of contacting Lionel, I just used the wire as is and it's been fine for my modest layout.
