I have the old version of the Lionel EM-1 (circa 2000) which is Odessy TMCC compatible from what I can see.  I have a new Legacy 990 that is hooked up to a tpc and power supply which is all good.  About 17.5v ac to the track.  The EM-1 lights up and responds to the command to turn it on in Cab1 mode.  Sounds work as well like bell and whistle.  But in either cab1 or tmcc mode the engine will not move.  Changes lights with direction, makes a generator (?) noise that increases as I turn up the speed knob but... sits there.  Is it in neutral?  If so how do I get it in forward?  Or more to the point, how do I get it to move.  I must be leaving something out (this is my first day with the Legacy 990 or a tmcc loco so I am sure I have missed something).  I have read and reread the 990 manual and EM-1 manual but...

That noise that increases as you turn up the speed knob could be the motor spinning.  These EM-1's were known to have drive line failures resulting in symptoms like you describe.  I think I recall that the fix was to pin the drive shaft to either the flywheel or the gearbox connector.  Someone who has fixed one will hopefully see this thread.

Good question about conventional mode.  I will drag out my old lionel transformer and see.  I also had the thought that it may be the motor I was hearing when I try to move the engine.

Thanks for the responses.  Will try conventional then if it does not move will look at the mechanism.  Got this at auction so not telling what the history was or what happened in shipping.
