I have six UCS tracks on my layout.  All are wired to a separate circuit rather than variable track power.  The operating milk car works on five of the tracks, but on one I can hear the mechanism energize but there is not enough "oomph" to get the man to come through the door with the milk can.  I attached a volt meter and all six of the UCS sections are receiving 17 volts so I can't understand what the problem is.  Coincidentally, I also have the #14107 reissue of the #497 coaling station that includes a UCS section (also receiving 17 volts), although with the unique controller made for this reissue.  I use a #3359 twin-bin dump car with the coaling station and it works fine.  If I substitute the milk car, it refuses to work but exhibits the same lack of "oomph" just like when the car is on the one UCS section that will not work.  Any ideas since I am stumped.

Voltage with a voltmeter is good, but picking up the current through the shoe is another thing.   Use a rubber eraser or similar to clean the shoe contact on the car and top of the 4 and 5 rails.    Also check your wires to the track.  If one is breaking at the end, there may not be enough amperage.
