PC did not have a car repair shop in Meadville, but E-L did.  Thus there are two possible plausible explanations:

 

1)  The photo was taken post-Conrail, and the car's reporting marks have not yet been changed.

 

2)  More likely:  Most hicube auto parts cars were in a pool, contributed by rr's on the basis of their auto traffic;  it's been reported that some cars never saw their home road for years.  These cars had specialized interiors with loading racks, etc, for the different auto components' shuttle to which they were dedicated;  the Meadvill E-L shop was apparently set up to do some changes on this group of cars -- or something like that.
