Jeep Willy, and several Foreign Countries during WW2 made experimental and field tested vehicles with threads. There were 2 back in the early 60s when I took Basic at the Patton Museum Ft Knox. I don't believe its a Willy, but possible another manufacturer like Dodge who had the fenders and curves at back, and possible a Foreign, Citroen made them also and the fender forms make me think that.

Since the plate reads "It's a VW" that's where I'd start, a VW forum.

My guess is this one was built for fun. The VW crowd is famous for one-off creations.

  The rear section is a VW bus, a near imediate post war creation. The doors and front clip are a beetle. Door handles are well into post war. The fenders look like aftermarket fiberglass ones for a Baja style buggy from this angle (Though some war time Bugs did have a flare) and VW used lowback seats "back then". The muffler is a later 60s Beetle muffler. Bumpers and rear mud gaurds are fabricated. Tread drivers have a fabricated outer rim added to the early "wide 5" LUG BOLTS (not nuts) of stock air cooled VW's.

I tried that. I have pals into VWs and none of them have ever even heard of this.

The plate # doesn't help unless you're with the DMV...
