In the process of laying track and making power districts. I have installed insulated pins at the locations indicated in red. The spurs will have an added to switch to cut power. My question is do the inner and outer loops need broken as indicated?

The way you show the insulated center rails, with red and blue lines, appears to be just fine.
For DCS I believe the recommendation seen here on the forum is no more than 11 or 12 track pieces per block. Since the loops in your plan are made up of more than 12 pieces, I agree that insulating pins should be added where your blue lines are.
