Can the powerhouse lockon be used with a post war ZW transformer with a legacy 990 controller

If you're talking about the TMCC Direct Lockon, yes. Note that it's only designed for command operation at 12 volts or more, it's not usable for conventional running. It's powered from the track voltage, and it drops out at 11-12 volts. As long as you're setting the ZW at 16-18 volts and running command, it'll work fine.
I just received the lock on. How do I connect it to a post war ZW. The directions show a cable connected to the powerhouse transformer. I am not using a powerhouse trans former. My transformer is rated 250 watts. There is a switch in the lock on for 180 or 135. What setting should I use?
You would use 180, since that's the max the lockon handles. Also, a PW-ZW is conveniently not good for a lot more than 180 actual output watts.
You will also need a Molex connector to pigtail to connect to the connector in the doghouse, since you don't have the PowerHouse that has the connector.
