Where can I either buy or make 0-27 rail insulators?

If you mean the little paper sleeves that go under the center rails most of us just cannibalize a few extra pieces of track for them. I've tried making them out of electrical tap or poster board but with no success. If you mean track pins most train shops should carry them in stock.

Yes, those little pieces of paper. Makes no sense ripping up good track!
Go buy gasket material. The grey not the cork.
Like Chessie1971 said, go to Discount Auto Parts, pick up a roll of "Karropak Sheet" gasket material. A roll is 1/32" x 12" x 36". Its also good for replacement gaskets for your smoke units.
Just cut little squares out of two liter pop bottles. Might want to drink the pop first.

It's called Fish Paper. Its a kind of fibre card stock that is sometimes used in electrical transformers and also for insulating in older electronics Devices. I got a small bundle on eBay for a cheap price. Cuts easily too. Found this on ebay just now
