So I saved some photos off of newspapers.com of regions that I like to model of businesses past that are no longer present. Does anyone recommend a software or a service that will take a DARK  downloaded photo and "clean it up" or brighten the photo so one can see the structure in the picture.

Just google free photo edit program play with them all till you find one you like.   I have a Nikon 9000 film scanner and Nikon Scan 4 software is free, will allow importing most any jpeg or tiff I just open it and drag any saved photo into it's window. Gimp is the most capable of all the free photo editing programs most anything you can do in PhotoShop can be done in Gimp however like PS it does have a bit of a learning curve. There is a large Gimp community to ask questions.   Are these photos or Halftone images.  Halftone images have their own set of problems and photo editing programs are not as effective since usually what you are looking at is a jpeg photo copy of the halftone. There are some newspaper clippings from Frank Ellison's Delta Lines that are very dark but when you lighten them they fall apart. Though you can improve them a bit you end up chasing your tail.  The way to deal with copying halftone images is in the camera, a wide set of brackets and choose the best. They don't enlarge very well you start to see the dots quickly as most newspapers halftones are only 60-80 line screens. Magazines are somewhat better with 120-250 line screens.  j
