Either RMC or MR had an article in the 80s, I believe, about a fella who converted 2 F9s to an E-8 (in Erie-Lackawanna paint). Anyone know which issue?

I certainly remember that article [ or was it a 2 parter ]; it was in RMC, authored by Preston Cook, as I recall. Sorry I can't provide more info at this time.
Best regards, SZ
It sounds like a difficult project. I would just look for an E8 that is already constructed.

How to make a nice E8 from an old Atlas F9:
1. Take a 5lb. hammer and smash the F9.
2. Look at Sunset/3rd Rails website E8s are on sale.
Option 2:
Call in Mandrake!

Hi ( no name supplied), my conversion to a NSWGR 42 class might give you some assistance in making an E8.
It can be seen starting on this RMWeb page.

NWSL wheels instead of Slaters would be a good idea for running on NMRA track.
