I've just finished coloring my mountain sides and need to set the color. Woodland Scenics says to use scenic cement, I thought I read on OGR somewhere that you could use 50/50 white glue. Does it produce the same effect?

If you add a mixture of white glue and water OVER the color it will eventually become dull with a greyish tint. I would avoid doing that. I have seen many layouts where this has occurred over time
Something from my Model rocketry field:
Future floor wax, it's acrylic, won't bother decals, and won't yellow or color over time. Mix w water, Put it in a windex bottle(clean well first) and mist it on.
