The wiring and operating instructions along with a parts list (resistor and 2 diodes) are on p5 of the SC1 manual. The manual is on the Lionel Support site, 71-2914-250.pdf.

Lionel is using a work-around for the Tortoise motors. The Tortoise machines use stall motors which are designed for constant power, only the ASC2 can do this in the Lionel LCS. Using an SC1 requires holding the control button down until the turnout points finish moving. There is then no power to hold the points against the stock rails. Operators in N and HO sometimes do this with success. In O gauge, as a minimum a heavier gauge wire to move the points will need to be used than the one supplied with the Tortoise machines.

For TMCC control, the ASC also can be configured for constant power for Tortoise machines.  They are available on the secondary market for 1/3 to 1/2 the price of ASC2s.  They can be used with Legacy LCS by adding a single SER2 module.
