I acquired a Vision Line Legacy UP genset switcher. It’s my first Vision line piece, without box, manual, or module. I can’t locate the “Program-Run” switch so am only able to address it as engine #1. Tried searching Lionel support for the manual but all links lead nowhere. Can someone help? Thanks!!

I'm not familiar with that model at all but I know typically the switch is tucked under the locomotive somewhere. Alternately, it's under a hidden hatch/piece on top.
I'll see if I can find the manual and report back unless someone beats me to it.
The switches are NOT underneeth- they are a hatch door on the side of the loco.

Again, it's hatch door below the window of the cab on side of the engine.
I'm not sure which version you have (the 2010 or the recent) but there might be a door that flips open on the side of the locomotive under the cab. It would be on the right side of the locomotive if you're running short hood forward.
