Will Lionel have their 1/2 price parts sale this year even if the open house is not held?

Yes they will. I called specifically to ask that question as I had a significant parts order I wanted to place. I forget who I talked to but was told it will be announced ahead of time. JP

Aside from them probably cordially suggesting a happy retirement to Mike, I highly doubt any of the items I left in the quote would be discussed. Most companies would consider such topic proprietary to how their business operates. Not something you publicly announce in an open forum to lay all your business dynamics on the table (for your remaining competitors too).
Even if it was to end up becoming reality (the Lionel point of view I suggest, not MTH leaving the market - that seems pretty solid), I doubt very much Lionel would state openly that the result of MTH leaving the market is that they can take the opportunity to spend less on R&D as their major competitor is no longer a viable alternate option for their customers to spend their hobby dollars.
They've acknowledged some level of getting away from China in the past (assembled in USA, Romania for Milk Cars, ZW-L in Malaysia as examples), but they still have enough there, I doubt any announcement of "we hear you, and we are totally getting out" would be forthcoming at any time in the near future.

Well hopefully they can have the event safely but if not that's fine too. If it happens we'll probably be there. I won't judge those that prefer to pass.
