Looks like they increased their price to $24.99.

For quite some time now (dating back to at least Nov, 2021), all Menards cars start at $24.99.
The $22.24 reflects the adjusted price with the 11% rebate (I know that, for physical items, you mail in your receipts and get a rebate check in the mail, but I do not recall how you get a rebate from an online order, or if Menards sends it out automatically in that case.)
In any event, the rebates cannot be used online, which is a pity, but is store policy and has always been the case, as far as I know.
If you live close enough to a Menards store that you can ship-to-store for free, the processing fee is (or use to be) $1.40, while the processing fee for shipping to home is $2.80.
I just ordered a 4 pack of the Reading Boxcars, each car was $26.75 including all charges. It doesn't include the rebate since it's worthless to me.

The online rebates are emailed and you have to print them out and mail them in with all of your other rebate receipts.
It used to be that the rebate had to be used at a Menard's store in person, and could not be redeemed for cash or online for product. Has that changed?

No, I just checked and it still says in store purchases only not valid for merchandise from Menards.com
My four pack of Reading Boxcars were delivered yesterday, they look great. Well done Menards!
One thing Menards should do is lift the restriction so the customer can have their orders delivered to a Fed Ex access point to prevent Porch Pirates from picking them up when they are just left on a doorstep.
Get the FedEx app and sign up (free). I get a text and notification when someone is sending me a shipment. It allows me to have the shipment addressed to my home be dropped at an access point.
