Usually Tester's but most rattle cans work for me - I buy based on color and "good for plastics". A thin coat of a light color primer to make an even base for top coating.
I always use Tester's dull coat to finish up postwar type projects, after decaling. I skip this step when painting tin pre-war as I like them shiny.
Most of the time I make my own decals
