They look like a brass import; I have a three-axle roller-bearing Buckeye set that has the same construction. I do not remember the importer (maybe Overland) as I fished them out of the 'bay and the listing may not have had that information.

looks like an early Precision Scale truck. Before they improved the truck bolster.
