Regarding the make up of the "Add on" set... 2 of the heritage paint schemes are offered with no cars, so they offer a complete set to go with them. I dont think MTH's thought is that you buy the boxed set + the 5 car set + the 2 car addon (although, by all means go for it if you want). I'm sure you can offload the extra baggage car without a problem if you wanted.
Regarding the "why" of the old cars. According to the evil Facebook, their rationale was because the heritage units went around the country with their "exhibit train" to various events. Unfortunately, they only did half their homework (or had a C student do it for them), as the exhibit train was 3 baggage cars (which are labeled "Display Car") and a diner. So they had the right idea, but missed on the execution.
I given that the same question was asked on their Facebook page (whoops, there it is again), several times, I wouldnt be too surprised if they re-ran the amfleets again in the next catalog or 2. We're probably going to be about due for a PS3 run of AEM-7s, since they couldnt possibly be bothered to tool up the HHP-8s and offer something different.
