I'm surprised that hitting a bumping block at 12mph would cause such a disaster.  Bumping block hits have been known to happen in the US, due to frozen breaks,etc., and I've never head of any fatalities.

 

Even this horrific accident with two trains in a station at high speed did not have many more fatalities: http://en.wikipedia.org/wiki/G...e_Lyon_rail_accident

The DC crash reports I read did not give impact speeds.  Just noting it was traveling at 80 mph after leaving Baltimore and did not go to apply the brakes until just before DC.  Then they realized only the loco and first car had brakes and the other 15 cars shoved it thru the end of the station platform.
