Wow. The guy mistakenly bid on two Trackmobiles at auction. Now trying to turn them.....on Craigslist.

That would be cool to have thou. But finding rail where you could use them might be hard. If you became part of some rail road museum you might find a place to run them.
I have a couple of these, new though. These are pretty old. If you load both ends they will move 12 to 15 cars. A lot of maintenance on them, most are operated with people that don’t know, or care, about taking care of them.
It is my understanding that once coupled a hydraulic cylinder jacks the coupler up a bit thereby applying part of the weight of the car to the driving wheels of the Trackmobile?

To answer the original poster's title question; no, as they are NOT "street legal".
A local agri-business has a couple of Trackmobiles. On more than one occasion I have seen one of them pulled up to the diesel pump at the local Speedway gas station.

Not legal? Have you not seen People of Walmart?
I would think that Trackmobiles fall under the same rules as farm tractors, backhoes and front loaders wrt movement on the highway?

Few weeks back I was in my local John Deere dealership paying a bill as I rent skid steers and mini excavators. I asked my salesman Tim if I could rent a big used John Deere 9530 articulated farm tractor that they have and he looked at kinda odd and asked why?? I replied to drive to Walmart and pickup a grocery order...like the commercial on tv with Transformer, Ghostsbusters car, Kit, Jurrasic Park car etc. He didn't say no just remarked will be kinda tough negotiating traffic on the local 2 lane highway with the duals.
It looks perfect for going to the drive inn movie, parking with the Mrs Redjimmy and necking....
Actually there is a WM next to a UP main in the Heights area of Houston....But it rolling on UP rails.....nah!

That's what the shoulder is for! A 9530 has a turning circle of 29 feet with the stops removed. Most crew cab pickups turn in 52 Feet plus circles.
