Do you really think that a 2-Rail SCALE modeler will purchase an Atlas switcher mechanism with a "cheap" shell from a 3-Rail model, which doesn't fit properly?

There are (3) different three rail offerings in the 12 or more years Atlas has been offering the SW 8/9 series.  First 3 rail offerings had Dallee electronics, usually found relatively cheap.  Until recently, most had TMCC electronics.  These still command pretty good prices.  Newest issues have ERR electronics.   I have an older  3-rail Pennsy SW 9 that I've been working-on, found relatively cheap at a train show.
