Why are there no public excursions with the tour? Liability? But, there are several stops where the public can view it and take rides on a mini 2816 train. And, what is the reason for the tour's delay to April next year?

You always ask rhetorical questions. Plus it is already August, and would YOU want to take a steam locomotive in the current high heat of the Southwest, all the way to Mexico?

The trip was planned for April 2024 as it will be the one year anniversary of the CPKC merger.
Hot Water, were you a steam locomotive engineer on mainline excursions at one time? You seem to know a lot why mainline steam excursions won't really work now, but UP does them occasionally because they have a sponsoring group or museum and someone to pay the insurance and ticket prices are through the roof for UP excursions. Reading and Northern has the best steam program in the east right now with T-1 #2102.

Correct, i.e. thousands and thousands of dollar per ticket. There there were the two people that paid $19,000 EACH for a 40 mile cab ride in 4014, a few weeks ago.
