Hi Alan, I responded to your email concerning looking at my MTH 2-10-4 Santa Fe. Maybe you didn't get my messages. I still need it fixed. Bill Park
I watched a youtube video of someone cleaning the crud off of the #60 trolley, it was bad. He used CRC QD Electronic Cleaner. I bought it and used it to clean my 60 and my old 671 and 681 locomotives. Even though it's a electronic cleaner, it did a great job cleaning off the caked on crud. It evaporates quickly, so rust won't be a problem. You can buy it at Amazon, or a local hardware or automotive parts store. Note that CRC has other products in cans that all look the same, so be sure to get the electronic cleaner.
I have no financial ties to the product I mentioned.

Use an old pocket knife and follow with odorless mineral sprites.
