Both legs of the insulated rails show a weak continuity and won't open completely as they should. Help!

Originally, I thought this post was over in the MTH forum- now moved to the electrical forum?- so I was thinking it might be a realtrax or a scaletrax switch.
That said, you gotta state what we are dealing with not just in the title, but in the body of the message when asking these questions. Otherwise it goes to a big black hole of probably wrong guesses and bad suggestions.
