It's a variation of the CP "twin flags" logo. (Another version has a flag that's half the US and half the Canadian flag.) It came about in the 1990's, when, after NAFTA, CP was able to consolidate it's US railroad holdings (like the Soo Line) into CP proper. IIRC CP said it "symbolized one railroad now serving two great countries" or something similar.
