Is the signal for DCS control carried on the hot or the common rails?

The reason that I want to know this is that I am having a problem starting my DCS engines in most areas of my track because of a weak signal.

I figure that if I make a block to isolate the signal on those troublesome areas of track and connect a drop wire to those blocked areas, I might get a more direct signal; but I don't know whether I have to just block the hot rail, or both common rails, or all three rails.

I have cleaned my rails; and as an aside, my Legacy engines run well on the track.
