It could have a broken tether wire?

PS3 inside so no battery. Still maybe the connection between the tender and engine.

First I would try a conventional reset:  1 whistle, 5 bells

The conventional reset had no result.

It may need a factory reset with DCS with TIU or DCS Commander, if ever the engine was run on either.

Does the engine run OK in conventional?

I don't have the equipment to run in conventional.  I should have said I have a z1000 power brick.  

Try this since this a newer P3.  With the engine on the track and power applied, using the remote commander, hit the "snd" button, then the "dir" button, and then the "-" button.  About a half second between each hit.  The engine should respond with 2 horn blasts and then run normally.

It's most likely that the engine is not set to its factory defaults. If it was test run under DCS, either by MTH or the dealer, and then not Factory Reset afterwards, it simply will not respond to commands from the DCS Remote Commander.

If this is the case, you could first try to do a Factory Reset from the DCS Remote Commander by pressing the following button sequence on the handheld controller:

SND, DIR, - 

If this doesn't work, you'll need to use a DCS Remote and TIU, or a DCS Commander, to do a DCS Factory Reset.
