Generally, yes. There were some very early switchers, i.e. the SC and SW models of the late 1930s, that had a direct connection from the Engineer's throttle to the engine governor (they were infinitely variable engine speeds without 'notches').
OR in the case of at least the ALCO S series mechanical throttle control if not MU capable.
I never worked on any old Alco units.
