Just my opinion but stain before you do anything. Also - I see no need to glue the ties to the track, they will sit nicely right under the track and probably won't move a bit. I also don't glue my ballast and always liked the outcome and never had a problem.
If you still insist on gluing ties to your O-gauge track, I think I would use contact cement if I were going to do it. If done properly, they should stick for good while the glue joint remains slightly flexible. A big benefit if the ties get bumped around occasionally, or if the humidity varies throughout the year.
I use roofing shingles cut to the size of the ties. One thickness for O27 and two pieces for O gauge. Just put a little dab of clear silicone on the bottom of each piece and screw the track down to hold them in place. You can use the silicone on your ties too.
Paul, Thank you for getting me think about coloring (staining) the ties before gluing. I guess if I use an acrylic paint wash the glue should still hold OK.
