Best quality I’ve tried is Noch
Personally, I am a fan of ReadyGrass by Woodland Scenics. They are vinyl mats that come in different colors/sizes and provide a good base if you wish to add other scenery. There are other options which I'm sure others will mention.
Not sure if this what you had in mind but I made this small layout for my grandson and found one at Ollie's dirt cheap.

I haven't tried any others but I used the Woodland Scenics ReadyGrass and other than the price I am pretty happy with it.
I have purchased Woodland Scenics Grass Mat within the past year and have been extremely unhappy with it. Some here like it, but perhaps they have changed the product recently. It sheds green endlessly all over everything you put on it plus all over your hands. FOUR coats of clear mat spray only reduced the amount of shedding but did not eliminate it. For what it costs that shouldn't happen.
Finally I decided that the brown patches looked more "realistic" and lived with it.
Yes I did contact Woodland Scenics, but received no response.
I would go with one of the other suggestions above.
