Have any of you HO Scale Modelers used this, and is there one for 3 Rail?

I have seen this on You Tube, it sets on the track to get it’s power. They put an engine on top and it cleans the wheels. Do they make something like this that would do 3 rail and the pick up roller or has any one adapted this to work with 3 rail?
