Characters not moving at all.
Bought used at last York show.
Had to buy new action lever –3370-10, old was jury-rigged part
Changed to new lever, pawl does go up and down but does not advance ratchet gear
The spring acts as friction against the ratchet wheel.
Removed the spring and still the pawl does not “push” the ratchet wheel at the top, seems that weight on pawl would be needed.

Do the characters move if you turn the ratchet wheel by hand?
Is the cam on the axle rotating fully/properly?
This car can be very tricky to successfully put back together and it work correctly. The greenberg repair manual is limited in what it shows. The best thing to do is look at it and try to see how it needs to be put together. One of my clients decided to disassemble a perfectly operating unit and could not reassemble it. It was the first one I had ever worked on, took a while to figure it out as it came to me in pieces.

Reverse the ratchet gear 180 degrees! The lead weights are not necessary.
Amazing-reversing the ratchet gear works and characters move as expected.
