help with lionel e-unit

Just got a lionel 8477 geep,e-unit cycles unit goes forward,neutral but will not reverse.put a meter on the motor gets power in one direction no power in neutral and no power in reverse...anybody got an idea?..I got it knowing it did not run...just trying to figure it out.... thanks for any help......
