I have been using my TIU at the Virginia Museum of Transportation's layout and I am losing RF signal between the remote and TIU. When I test the track signal from behind the layout I get all 10's. However if I walk out front the remote can't find the TIU. Is there a way to boast the RF signal?

There are a couple of options.  One is described in Barry's book, you drill a small hole in the TIU case and stand the antenna up vertically through the hole.

Another thing to do is put the TIU up higher in direct view of the remote, when I do that I get longer range operation.

Finally, I extended the antenna on one with good results.  I did the mod with the antenna vertical and then added 11 inches to the antenna.  This increased the range significantly.
