Only those railroads, and Electro-Motive Diesel know for sure.
I haven't read or heard anything yet. In my opinion the EMD has many similarities to the GE engines, especially the prime movers. If it sounds like a GE it could be and EMD! Both should be excellent locomotives.
They haven't even started to demo their locomotives and the FRA still has one out at the test facility.

One rumor from "out west" has it that UP ordered 66 of the new EMD "tier 4" units. I believe that two of the EMD "demonstrator" units are painted in UP styling.

OK, the new SD70 has the new 4 stroke per cycle prime mover. So, why keep the SD70 name. To me, this could cause confusion!

The "T4" takes care of the confusion (absent any external spotting features). It's probably retaining so much of the SD70ACe that the differences didn't warrant a new designation.

SD80ACe is already used. It is a locomotive for export sale.
They could go to SD85ACe, but that would be lower in HP than the SD80ACe which is 5500.
They could go to SD90ACe, but that may conjure up bad memories. Cat may be saving the SD100 designation for something with more substantial changes.
The locomotive is still at the prototype stage so there is plenty of time to change the designation if Cat wishes to do so.
In reality, the SD70xx have been locomotives in the 4000-5000 hp range, the SD80xx have had hp in the 5000-6000 range and the SD90xx had hp in the 6000+ range. The new locomotive has hp in the 4000-5000 range and as such has the SD70xx designation. Just taking a guess to the method.
