I bought a 990 Legacy system 2 or so years ago, version 1.4. Should i buy the latest version or can mine be updated when i get ready to use it?

You can update it. Either use the LSU utility and download the update (1.52) and create system modules or find someone to do it for you. Lionel had the info on their site in the Legacy section.
