I picked up a friends Lionel 7795 to attempt to repair. The eccentric crank on one side is pointing way out causing the linkage to jam.  My question is how can I move the crank to where it goes.  The shaft it is attached to has a riveted look.  I'm hesitant to try forcing it.  It jams really tight and the engine will only run an inch or so until it jams. Then it is in such a bind that it won't go back until full power is applied and then it will be stuck when it jams going the other way.

I suspect at some point the eccentric crank screw became loose and the crank is in the wrong position.

 

Hard to tell in the photo if the screw is an allen head or a stripped out phillips. Regardless you'll have to loosen the screw and reposition.

 

After looking at my TMCC 0-8-0 with the main rod stopped at the top like yours the eccentric rod is pointed 180 degrees opposite of yours. I.E. instead of up and forward it is pointed down and back.

 

I believe there are notches in the assembly to get the correct position. Loosen the screww pull it out a bit the rotate the crank and push it inward when its positioned correctly . Then tighten the screw.
