I have a Lionel 2354 NYC F3 B-unit that has a loose truck pivot stud. I peened the hole with a blunt chisel and re-set the stud without minding the studs height and now the stud is sitting to low and I can't snap the retaining washer on it (the stud is just a few thousands low). My first instinct is to pull the stud out, gently re-peen the hole again and add a bit of epoxy before reinserting the stud, keeping an eye on the height this time. I'd appreciate the voice of experience from anyone whos been down this road... thanks in advance.

I have had similar problems. I would pull the stud and find a washer to create a shim to raise the stud to the correct height. I don’t think peening is going to be an option after pulling it out. Epoxy is, probably, your next best option.
If you're talking about this stud, I'd buy one from the parts guys and find someone with a press to install it properly. I have my doubts that epoxy will hold it, you can't really put a blob of it on the top, so you'd be counting on a tiny bond on the bottom to hold it.

Assuming that this is the truck, the top plate with the stud is available (2243-85).

Buying the part would be a ton easier than getting that used stud to work out, so I think that's a good idea.
