Can anyone please tell me what the difference between these two sets are, other than marketing?
Obviously, one is marketed as an anniversary set, but other than that I am having a hard time determining the difference.

Slightly different passenger cars in the train. The lower cost one has three pullman cars, the anniversary set has an observation car at the end.
Thanks Lee, one more question...was not there a poor running GG-1 that came out in one of these types of sets?
That's the one I am trying to avoid.

I think one of the GG1's tended to overheat. Not sure which one but I think it was the first set produced. Maybe someone else can weigh in on this. Lionel had a solution for the problem and was able to correct the issue.
I was looking at the prices for the "Congressional Set" $600-$1600!
I paid less for my Scale Williams GG1 and congressional passenger car set combined.
Wondering if it would be better to just buy the TMCC kit for it.
But then again I am looking at the PWC set strictly as a collector.
Same with the Texas Special PWC set, I think the Neil Young Set is better in both price and features...decisions decisions!
I don't know about the set numbers but there were a lot of Conventional Classics GG-1's that made it to the market with dry gearboxes - no lubrication at all. There were quite a few posts on this forum about the problem. I would check any Lionel GG-1 made in the past several years for lubrication before running it.
