Lionel Circus sound PCB # 6931943T40 Installed new board in tender, only works at very low voltage 7.5 Goes on once and than shuts off. Any volltage higher I get nothing. Is there something I'm missing or is this a defective board?

This board's operation is simple. It gets connected to track power through one of the two (or both) black Molex connectors (it was designed for two trucks with roller pick-ups to plug into) and then the speaker connects through the white Leoco/JST connector.
As Chuck correctly pointed out above, the board activates when it sees a whistle button push from your transformer (or bell button, depending on how you have the polarity with the track power). It plays for a several seconds and then shuts off until activated again. There isn't any constant sound playing with this board.
Lastly, if you're bench testing, be sure that something else (a locomotive, lighted car, etc.) is on the same circuit as the tender. Some transformers can't send a reliable whistle/bell signal unless there is sufficient current draw in the circuit.
